The so-called "judges" were nothing more than leaders of a council of local chiefs that were supposed to coordinate all activities in the tribal areas. Israel as a common nation for all the Hebrew in Canaan didn't come into being until after The Era of the Judges was over. In un-Biblical sources, Deborah is referred to as "the greatest of the judges", but her significance is greatly dimmed by the Biblical authors, because she was female; and also because she was Jasher's daughter and thus an Edomite.
